Our Purpose
A high school within walking distance.
Bawa Safra is a working neighbourhood off Shah Shams Darbar Road. Families here have never been short of children willing to study; what has been short is a school that goes far enough. A child who finishes Class V or Class VIII locally has historically had to travel, pay, or stop. Most stopped — and daughters stopped first.
Madina Tul Ilm Education High School System exists to remove that break in the road. We take children at Play Group, at four years old, and we keep teaching them until they walk out with a Matriculation certificate from the Board of Intermediate and Secondary Education, Multan. One building, one set of teachers, no gap where a child can fall out of education.
We are a co-educational school. Boys and girls study here in the same building under the same teachers, following the same syllabus, sitting the same board examination.

“Knowledge is Light”
It is written across the open book at the centre of our crest, above which stands a torch. The two together say the same thing twice, which is deliberate: light is not decoration, it is the thing being handed over. A school in a neighbourhood like ours either passes that light on or it is simply a building.

Our Partnership
How the Punjab Education Foundation partnership works
We are a Foundation Assisted School. This is the single most important fact about how this school is funded and what it may and may not ask of a parent.
The Foundation Assisted Schools (FAS) programme is the Punjab Education Foundation's flagship public-private partnership. It began in 2005 and now supports in the region of 3,586 partner schools teaching roughly 1.72 million students across every district of Punjab, most of them from low-income households.
The arrangement is straightforward: PEF provides financial and technical assistance to private schools operating in marginalised areas, and in exchange those schools deliver education free of charge. We do not receive a subsidy that lets us charge a smaller fee. We receive assistance on the condition that we charge nothing.
What we are required to do
- Charge nothing. No tuition fee, no admission fee, no fine, no examination charge.
- Keep the door open. PEF's open-door policy means parents and students may approach the school freely.
- Report enrolment monthly through PEF's online Students Information System.
- Stay registered with the District Education Authority.
- Display PEF signage so that every family knows this is a Foundation Assisted School.
- Maintain infrastructure standards set by the Foundation.
The Quality Assurance Test
Once a year PEF examines our students directly through the Quality Assurance Test. It is not a formality. To pass, 75% of the students tested must score at least 40% in every subject. A school that fails three consecutive QATs loses its partnership altogether.
We would rather parents knew this than not. It means our teaching is checked by someone other than us, on a schedule we do not control, with the school's existence attached to the outcome.
If anyone asks you for money
No member of staff is permitted to collect tuition, admission money or fines from a parent. If you are ever asked to pay for your child's place at this school, please raise it at the school office immediately, and report it to the Punjab Education Foundation directly.
